Ottavas should not have above/below staff placement property
c5f46bb. Enter some notes, and add an 8va or 8vb from the Lines palette.
In the Inspector, under Ottava, there is a Placement property that can be set to Above or Below. Switching this makes an 8va look like an 8vb and vice versa, though still transposing in the original direction. This property should not be available for ottavas.

In general, I disagree with the notion we should disallow something that otherwise works just because we feel people shouldn't be allowed to do it according to some musical convention or other. Without a really compelling reason to disallow this particular usage - which people may already be relying on since it has been present for some time - I would strongly recommend against it.
Can you imagine how it might actually be used?
Music in which there are chords symbols, voltas, or other symbols above the staff. Or multi voice music where the ottava applies to the bottom voice. Doesn't matter really, I just don't see the benefit to anyone in disallowing it.
Experienced two more issues with Ottava: #271258: Changing 8va->8vb for an Ottava in the Inspector leads to crash and #271257: Changing Ottava placement from General styles leads to corrupting layout.
