[MIDI import] Percussion staves should be exempt from clef changes
Steps to reproduce bug
1. Open http://www.mediafire.com/download/ocaqtrala7fes6j/Labour+Of+Love.mid
2. Verify that "Clef may change along the score" is checked
Expected behavior: MId-score clef changes should only apply to pitched instruments. Percussion clef should remain through the end of the score.
Actual behavior: The percussion clef changes to a treble clef in measure 4.
