The Text Styles dialog for text-lines has Frame properties but there is no corresponding Frame properties section in the Inspector.
Still no way to add a circle frame to text to make string number symbol
There are string fingerings, in the Fingering palette

For the time being, If it helps as a workaround, many common fonts have the characters for circled numbers like ⑤.
You can copy the characters from this page and paste them as "Begin Text" in the Line inspector.
