The size of the number should be proportionally reduced when selecting "Small" for tuplet notes.
Although you can intervene to reduce the size of the body via Inspector.

_Fix #308589 - Tuplet number
Set the scaling of the text element of the tuplet to "smallNoteMag" if all ChordRest's of the tuplet are small.
This is the same approach as used for the beam of the tuplet._
Automatically closed -- issue fixed for 2 weeks with no activity.

Could this fix be checked? It was supposed to affect just tuplets, but all text (including fingerings) attached to small / grace notes seems to be changed.
That PR change 2 files, one reg. tuplets and another about texts, so yes indeed texts attached to small notes/chords or rests are scaled down too, and on purpose / by design
My mistake. In fact, other text objects are excluded from resizing. See also, #312029: Fingering is too small on small notes / chords.
