For 3.0, whenever I try to change the chord settings to "Custom", it never works and always reverts back to either Normal or MuseJazz. This has been a fairly consistent problem.

That's what I do, I use the Custom Chord set that Marc Sabatella made, jazzchords_jazz.xml. I go to General Styles, switch it to custom, the I click 'load chords.xml', then I click the folder button and use that Chord set. To make that custom set work, I have to go into Text Styles and change the font to JazzCord. Then it's supposed to work, but it doesn't. It always reverts back to standard or MuseJazz, which breaks the font and set.

It is still the case that selecting custom chords doesn't work. It seems to at first, but the change is never applied. Fix forthcoming.
