Make "insert horizontal frame" behavior consistent between palette and menu/shortcut

First create a new score and insert a horizontal frame somewhere:
1. Select the hf. Double-click the "insert hf" icon in the "Frames & measures" palette.
Expected result: Hf is inserted before the current hf.
Actual result: Nothing happens.
2. UNDO. Drag the "insert hf" icon onto the hf in the score.
Expected result: The hf is inserted before the existing hf.
Actual result: The hf is unexpectedly appended to the score.
3. UNDO. Select the hf in the score again. Press the Return key.
Expected result: A line break appears after the hf
Actual result: Nothing happens.

Still an issue in both 2.1 and master, although I had remembered fixing a few issues like this and others fixing other similar issues.
I'd call both of these behaviors bugs - the append that should be an insert especially so.
So i tried all the described scenarios with version 3.2.4 - Scenario 2. + 3. show the expected result as per the issue description.
Regarding Scenario 1:
* double-click is no longer involved to do this (i can only assume this was changed sometime since 2.1)
* i frankly don't see the point of adding another h.b. right next to an existing one, as the existing one's width can be increased at will. To place a h.b. somewhere in the score, i need to select a measure first - and this applies to scenario 1., too.
From my late-adopter perspective everything works consistently, apparently as designed. Hence i'd like to close this for now - every closed issue will help contributors and developers to wade through the sea of open issues faster and prioritize better.
Forgive me if i got it all wrong here and of course feel free to reopen if it is still considered to be an actual bug (=malfunction) of the software or kindly reword and flag as suggestion (=feature request) to change the current behaviour.
