segno doesn't break multimeasure rest

1) open attached score
2) style / general / create multimeasure rests

Expected result: rest is broke at segno
Actual result: it isn't

Workaround: explicitly set the break option on measure containing segno

The problem also exists with coda, to coda, etc. But the workaround doesn't work right. Try setting the break option on the measure containing the "to coda" (which, despite appearances, is the last measure of the line). This *starts* a new rest there, but I need this to end the previous rest and show "to coda" there. So I need to set the "break" option on both the measure containing the "to coda" and the next measure as well. This works, but instead of getting a four measure rest ending with to coda following by another rest, I get a three measure rest, a single measure containing the to coda, and then the longer rest.
