Reproduce
1. Open the attached MuseScore demo file. Note there are notes and a rest at the same time, both voice 1.
2. In Format > Style toggle "Hide empty staves within systems"

Actual behaviour: When stave 1 and 2 are visible, the rest is displayed in stave 1, the notes in stave 2 - OK. When only stave 2 is visible, both rest and notes are displayed in stave 2 - WRONG

Expected behaviour: When only stave 2 is visible, the rest from stave 1 is not visible.
