The minimum size for the Staff properties window is considerably bigger under 3.0-dev than it was under MS 2.2 .
MS 2.2: 16.4 x 12.8 cms.
MS 3-dev: 17.2 x 14.8cms.
Other size issues:
#276404: Format > Style window is too large.
#276503: Inspector: minimum width changes depending on element selected.

This may be just a Windows issue, I have the exact same min sizes using Ubuntu with i3.
It may be a windows issue. On my windows 10 system the Staff Properties window is quite a bit larger than on all 2.x versions. Possibly related, are the icons in the palettes about 3 times as large as they are in version 2.3.2?
It is not big at all on Mac:
The increase in minimum height and width is due to the new properties added in 3.0-dev: "Hide when empty" and "Cutaway." Is some rearrangement possible to reduce this difference?
Probably, something to keep in the mind for the future.
Reducing the height should be quite simple, if we accept much less space for the instrument names, which I think should be OK. jeg

I did, and still full size.
Yes, I meant that. Strange, as it is much smaller for me by default, on Windoes, like @Anatoly-os screenshot above, which is macOS like yours

Yep, strange. Anatoly-os screenshot (Mac) looks fine.
As I mentioned above, I'm using macOS 10.13.6
By the way, Click revert factory settings cause crash every time..
Hmm, that crash may mean that it didn't do the reset, so try locating MuseScore3.ini (for Mac: ~/Library/Preferences/org.musescore.MuseScore3.plist) and remove the line about EditStaff

Revert factory settings still cause crashing though..
You can do the 'reset' manually by removing all the files that -F or that button would normally remove, check https://musescore.org/en/handbook/3/revert-factory-settings#instruction… and the part about advanced users. Please try that and then try a 'regular' reset and check whether that still crashes

I reset manually by using terminal as which you sent me the link.
The link is saying musescore 2.x so I changed the number in command line "2" to "3") , it works.
But still crashing.. now even worse, just quit musescore3 cause crash.. :(

The Staff properties issue is solved, so lets close that, the crash on close is reported in #281867: "MuseScore quit unexpectedly" when closing MuseScore 3.0.[1-5] on macOS with a MIDI device
oops, the initial issue wasn't about it beeing that large, just larger than in 2.x and possibly getting it slightly smaller again...
