  1. Add Staff Type Chance from Text palette
  2. Check the box named 'Slash style' in Inspektor
  3. Effect is that note stems are removed - not that notes are changed to Slash Style

Either text is wrong -should have been 'No stem'
or a wrong function is invoked

Your #1 does not make sense. I'm trying to understand. If I select a note and look at the inspector in English (GB) I have the option for a stemless note.

I don't see Slash Style anywhere in the inspector.

If I select a measure and use the menu Tools then Fill with slashes, I get slashes. The default for fill with slashes is notes that are stemless as indicated by the inspector. It is possible to remove the check from stemless and have stems on these notes. Having stems on slash notation is not unheard of, just not common.

Now it makes perfect sense and the same thing happens with English (US). Either the label is wrong or the function is wrong.

"Slash style" is what the "stemless" setting for staff properties has always been called internally (long before there was a staff type change element). So it's the right function, but indeed the label should be "stemless" as it is in staff prorpeties. There is no such thing as a true slash style for staff properties, only for noteheads.
