"View" menu is disabled if no score is open, so you can't get the Start Center up or toggle Inspector, Palette, Status bar, etc. at least not without knowing and using the shortcuts (F4 for Start Center, other shortcuts don't work)
Huh, just ran into this #19927: Welcome Screen if no Tab is opened. It predates the Start Center, but inadvertently suggests a pretty clever possible solution: we could *automatically* display the Start Center when the last score is closed. Or at least, do it if you haven't turned off automatic display of the Start Center in your preferences.
I cannot get to the start center. When I open muse score, there is no "view" menu option. I cannot get a blank score on my screen. I'm using my iPad. How do I get started?
The MuseScore mobile apps currently are only for playing existing scores created with the desktop application. If you have further questions, please use the forums (https://musescore.org/en/forum) instead of an old bug report.

I think this should be taken care of before the release…
