Tube in Bb is normally written in C and in F-clef, but MuseScore also offers Tuba in Bb in G-clef, I think esp. for marching bands. You'd see it if either looking at all intsruments, or by using the search box.

The tube in Bb is written as a tube in C. (I talk about transposition)
When a flute has a flat at the beginning of the sheet, the tube in Bb also have a flat !

In *most* of the world, music for tuba is *not* transposed, but is written at concert pitch. However, there are a small number of countries - msotly in eastern Europe, as I recall - where music *is* transposed for tuba.
So MuseScore by default treats tubas as concert pitch instruments. However, if you live in one of the countries that expects tuba music to be transposed - or if you know the people who will *read* your music live in one of these countries - then you can go to Staff Properties and change the transposition.
Note that the British brass band tradition treats tubas as transposing instruments but puts them in *treble* clef. MuseScore includes a special version of these tubas just for that purpsoe. Type "tuba" in the search bo to see all the tuba configurations MuseScore supports.
