It's also possible your particular keybaord is sending a keycode not recognized as F11 by the Qt libraries MuseScore relies on. Anyhow, you can always customize the shortcut for the Play Panel in the aforementioned dialog, or just access the Play Panel from the View menu.
Do note that the Play Panel is meant for temporary overrides to the actual tempo and dynamics for a piece, and as such you wouldn't normally be using it much. The actual tempo for the piece is set via a tempo text at the beginning, and volume via actual dynamic markings. That way human musicians can see and respond to these too.

Seems your caps lock key is broken, maybe that's the reason?
Shift+F11 is different from just F11
Works fine here, MuseScore 2.0.2 on Windows 7.
Have you assigned F11 to a different action in Edit → Preferences... → Shortcuts?
